Shaktipeetha are worshipped as a form of Goddess Sati but there is a story behind that. 

Prajapati Daksha’s daughter Sati (A form of Mata Shakti) married Lord Shiva, but Prajapati was not happy with this marriage. He did not invite Lord Shiva into the Yagna, but Sati still reached there. Then Daksha insulted Shiva in front of Sati, and she burnt herself in that yagna. Seeing this, Shiva was uncontrollable, and he ordered his form Veerbhadra to destroy the world and kill daksha. To protect everyone and stop Shiva, Lord Vishnu cut Sati’s body parts using his Sudarshan. Now, wherever they fell on the earth, and became sacred Shaktipeethas. 

According to ancient talk, the Harsiddhi temple was originally built by King Vikramaditya. He wanted to honour the divine feminine energy. In the Shiva Purana, you will find Harsiddhi mata Shaktipeetha, where the elbow of Goddess Sati has fallen.
